Planning Project and Request for Proposals

THRIVE and its partners from EnComun have been funded by the California Strategic Growth Council for a 2-Year Planning Project, working with local residents to identify the needs, vision, and location of a Community Resilience Center (CRC) in Santa Ana. The CRC would provide resources and relief to local communities during climate emergencies, and throughout the year. More information here!

What is the Santa Ana
CRC Planning Project?
The Community Resilience Center (CRC) Planning Project is funded by the Strategic Growth Council, a state agency with a mission to support healthy, thriving, and climate-resilient communities for all Californians, emphasizing economic prosperity, social equity, and environmental stewardship. Specifically, the CRC Program funds Planning and Implementation Grants for "the development of neighborhood resilience centers that provide shelter and resources during climate emergencies. It also supports year-round community services and programming.” (CRC Guidelines, pg 2)
EnComun, a local collaborative formed by Community Hub de Santa Ana (formerly Santa Ana Building Healthy Communities), THRIVE Santa Ana, Cooperacion Santa Ana, and CRECE Urban Farms, is spearheading a community-driven planning process for Santa Ana residents to identify strategic needs, location, and overall vision for the CRC. Since September 2025, EnComun and its partners have hosted community meetings throughout the city, inviting neighborhood residents to provide guidance on the needs for a Community Resilience Center, where individuals and families might find support during a climate emergency, or throughout the year.
In August 2026, community participants and EnComun will select a site for future development of a CRC in Santa Ana. THRIVE's Request for Proposals (RFP) seeks qualified professionals to assist with design and engineering components. This work will help the Santa Ana CRC apply for Implementation Grant funds in 2027.
